Roswell tries to install old ECL version 12.12.1 instead of latest 21.2.1 #547

How to reproduce the issue

ros install ecl

It downloads 12.12.1 but fails to compile it.

Expected behavior

Latest version 21.2.1 is installed.

22.12.14.113 will fix the issue i guess...
