We should provide a rosenpass config family of commands for creating and manipulating our toml configuration files.

$ rosenpass config ./my_config.toml init [--verbosity=verbose] [--keygen] [--public-key FILE] [--secret-key FILE] [--listen ADDR]..
$ rosenpass config ./my_config.toml add-peer --public-key public-key [-endpoint ENDPOINT] [--psk PSK]
