Generate documentation for tf.transformations.py

I couldn't find documentation for the transformations module.

From #91 the file gets generated but the :automodule: does not fill it in. http://docs.ros.org/indigo/api/tf/html/python/transformations.html

interesting, :automodule: fills in the html when I use rosdoc_lite in my workspace. Perhaps the doc build farm cannot import the tf.transformations python module.

I can reproduce the empty documentation issue with this line added to tf/conf.py:

sys.path.remove('/opt/ros/indigo/lib/python2.7/dist-packages')
