fingertips_data() for when AreaTypeID = "All"

There is currently an option to pass the argument "All" to AreaTypeID in the fingertips_data function. This has a convoluted way of calculating the AreaTypeIDs that are available, which is time consuming for the end user and also may not always be correct. I have just seen that there is call on the API that will do this more reliably here
