"Robusta currently does not have the option to customize the resend alert time"

Default Robusta's resend time alert by Robusta's Playbook is 15 minutes. I suggest we should have an option for users to customize this time to avoid noisy alerts.

This time it called: "Repeat interval":
The waiting time to resend an alert after they have successfully been sent.
