Right now this is a hard-coded number. Ideally, the user should be allowed to customize it.

What this requires:

Add a new property in the top sites configuration object layout.
Implement migration method of a previous configuration from 1.7 to the new layout.
At the options page, when either the "Show always" or "Show on request" option is selected for top sites, have a new panel becomes visible below: "List at most <input ...> sites."
Make the new tab page act according to the new configuration property for this feature.
