[feature] add 'not' counterpart to all 'only' filters

restic 0.16.3 compiled with go1.21.6 on linux/amd64

What should restic do differently? Which functionality do you think we should add?

Currently there are some really handy 'only' filters: --host, --path, --tag. I propose the opposite of these (including specifying multiple times).

What are you trying to do? What problem would this solve?

Would like to rewrite all snapshots (but not ones tagged 'manual'), forget all snapshots except ones from one (or two) hosts (or paths), etc. Totally ignore manual snapshots when listing snapshots, but list everything else, etc.

Did restic help you today? Did it make you happy in any way?

Totally! Have been using restic for ~3 years and successfully recovered multiple times.
