Add Feature Request Template

And can we please have a template for issues other than the bug report and security vulnerability... Like Feature-request or idea or any general template?

I like this idea but originally didn’t add it due to some confusion around where features should go.

A big problem with templates that I find is that you can have these in-depth templates that ultimately get responded to as:

1. Thanks but no thanks
2. This should be a plugin/extension/theme/etc and not a part of the core functionality

I’m open to a template but I do think there should be something that suggests checking the CONTRIBUTING.md

Doesn't have to be something big
Just offer guidelines for people to fill
Like:

• What do they want?
• How soon do they want it?
• Is there a known workaround?
