how to set dynamic url for useFetcher

i have backend & front run in two hosts: localhost: 5678 vs localhost:3000
when i call api with this code
useEffect(() => {

fetcher.load(${import.meta.env.VITE_BACKEND_URL}/WI/GetModelList);
}
}, [fetcher]);

return <div>{fetcher.data || "Loading..."}</div>;

display error 404, from dev tool i see url like this: "/WI/ModelList/http://localhost:3000/WI/GetModelList" it's wrong, correct as http://localhost:3000/WI/GetModelList
