This will track work involved in splitting out quads-cli and quads-server and associated libraries into separate RPM packages.

We'll ultimately end up with 2 x RPMs for every QUADS release going forward and this sets us up for being able to install only quads-cli on remote systems to access many disparate QUADS deployments/environments (client/server).

Notes quads-cli will of course be a dependency in quads-server but not vice-versa.

External dependencies: COPR and CI
