Daily Utilization Visual Data Element is Miscounted if hosts retired while in active cloud #434

In some situations we're seeing Daily Utilization used by the wiki page and visual summaries as showing the wrong number, sometimes > 100%.

* We were lacking --mod-schedule --schedule-id docs, this adds those.
* Further elaborate on why we need to move hosts to resource cloud
  before using --retire.

This is caused by hosts being retired while they are in an active cloud, we will likely need to develop a check for this but in the meantime the --retire documentation has been updated to instruct users to first --shrink or terminate any active assignments prior.
