This has SIMH configuration, monitor, and an RP06 disk image:

Two lines seem byte swapped, why is that?

Also, 9.18/B wants 2304K memory: 256K DEC MG10 + 2048K ARM-10M.

Geoff Goodfellow sent me some email correspondence which included something written by Alderson:

WAITS runs just fine under KLH10, as long as you start it at the “expect RSX-20F instead of KLDCP” locations (203/204, IIRC).

This is something to look into.

The last version of CACDAT[S,SYS] says JRST [ SETOM RSXIO ↔ JRST SYSINI] ;203 - talking to RSX, not KLDCP. However, 9.18/B from 1988 doesn't have this.
