Issuer / Acquirer status from https://www.npci.org.in/aeps-live-members in banks.json

Thinking out loud, there are probably half a dozen payment systems and adding bank support and and their status (issuer / acquirer / system specific in banks.json might make it cluncky. Is there a better way to do it?

Gonna stick with JSON for now - other options are not clean enough for cross-language support.

Plus, need to expose this cleanly on the API
