It would be good to provide a bilateral filter equivalent to the one used in skimage.restoration.denoise_bilateral. This version works for color images while there is also a rank filter version for integer-valued grayscale images in scikit-image under skimage.filters.rank.mean_bilateral

The scikit-image implementations support both 2D and 3D. Ideally we could provide both.
Describe alternatives you've considered
Could adapt 2D kernel code from either cvCUDA or NPP, but it may be preferable to create an nD implementation reusing other nD filtering code already implemented for cupyx.scipy.ndimage
