Last Debian rtorrent version (0.9.8)
If I add any new torrent file, this has 0/0 peers/seeds.
I see in logs "30 peers added", but zero in rtorrent appeared.
No any errors in logs. No networks problems. Different trackers. And only zero in p/s.

In the Transmission this torrents download perfectly.

Just to be clear, things were working fine up until you recently restarted it, correct? Is it possible anything changed on your network, e.g. firewalled ports? If you're receiving proper responses from the tracker, all that's left that can go wrong are the incoming/outgoing peer connections. You can try enabling the peer_debug log to see if that reveals anything.
