href target="_blank" isn't working

I've got a snippet that links externally
the code looks like this:

for some reason the target attribute opens the link in the active tab rather than a new one. I'm not 100% sure this is radiant's fault, but I've verified that it isn't chrome. I've checked my code in an html document and it works fine there.
