Thoughts on the joystick component logisim has? Extraneous?

Hi, I noticed that the encoder is checked off, but there is no explicit encoder component. Granted, for an input that is guaranteed to be one-hot and non-zero, a priority encoder behaves identically to an encoder.

Is the priority encoder intended to also serve the purpose of an encoder circuit?

The reason I ask is that the priority encoder does not correctly express the ambiguous behavior of encoders when either no inputs are on, or when more than one input is on. Here are some of the cases labeled with the desired behavior:

There are also cases where correct output is given, but not because of correct behavior:

If this needs to be a separate issue instead, I can make one requesting an encoder circuit
