Build on Fedora w/o --enable-R-shlib #28

To follow CRAN. For this we need to install pak from source, and since we currently need the devel versions of pak, this is messy. So we wait until pak with the new sysreqs support is on CRAN.

Our devel pak builds now support R without --enable-R-shlib, so we could do this.

But I am not convinced that it is very important, and it would need a separate set of binary packages, or installation from source.
