Improve date handling in blog

1) Our default blog template was using locale formatted dates when generating the placeholder posts. We should instead use iso formatted date which are guaranteed to be parsed (while we try to parse locale dates, results cannot be deterministic for all locales).

2) Provide a default date format when using our title blocks.
