Description of the issue

We have downgraded to macos-13 to work around actions/runner-images#9770.

TODO

Switch back to macos-latest when the issue above is fixed.

Problem: macos-latest currently does not provide Python 3.10
Workaround: temporarily switch to the previous runner macos-13
