Install and setup of local environment for full-stack testing and development. Assuming completion of setup of local environment for front-end development.

Install Docker-Desktop (https://www.docker.com/products/docker-desktop/)
Update settings to allow docker access to repo directories, and other data directories.
Update settings to enable kubernetes.

Follow steps in Docker-Desktop section of the README. Note: volumes in deployments and statefulsets may require changes dependent upon the deployment and local setup.
