New site on branch eecs-io-new

Todos:

Test Automatic publishing. This is done by renderpr.py, some testing of it should be carried out. The repo qmcs/eecs-io-new should be used for this

Comment counter -- terfn/eecs-io-new#8
Make events link
Fixing minor theme issues(i.e double rendering on dimas laptop)
Make nav links work -- Some fixes for new site #50
