Add data defined control over heatmap radius and maximum value
PR Description:
This allows users to define the radius and maximum as a value which makes sense for the current situation, e.g the current
map scale, current print atlas feature, or current temporal range.
Additionally includes the base changes required for feature renderer level data defined properties, which may be useful for other vector renderer classes (Eg the point cluster/displacement ones)
