Is your feature request related to a problem? Please describe.
Orbit breakdown can get all weird using pysatMissions. pysat/pysatMissions#84

Describe the solution you'd like
Apply orbit break filtering to all orbit types. Allow users to turn on/off. Expose filtering parameters as well.

Describe alternatives you've considered
Leave as is. There will be users out there for which defaults aren't going to work.

Additional context
Need to also expose a mechanism for users to calculate their own orbit breakdown type.

#1001 issue with longitude orbits occurs since the longitude gradient is opposite of what the method looks for. Opening up that interface will make it possible for users to get the orbits they want and expect.
