use libpysal as the submodule_template #594

Following a conversation in the 2023-10-21 sprint, @sjsrey proposed the idea of deprecating pysal/submodule_template and using pysal/libpysal itself as the submodule "template." @martinfleis and myself agreed that it could be an acceptable way to go. @knaaptime, thoughts on this.

We just need to make an effort to actually keep libpysal up to date in terms of infrastructure, because that is not the case right now.

I guess first we can simply archive pysal/submodule_template. Any detractors?
