We need a way to configure showoff with a "cookie domain" so we can control what level preference cookies are set at. This can also be a switch for the auto tour feature, which is currently disabled for all but localhost due to not having a consistent domain. If Showoff is run with a cookie domain, we can assume that it's consistent, so we can show the tour.
