Add GCP backend support for domains.

Once #5252 is merged, GCP support can be added to domains. Docs should also be updated: #3483. The real question is if we should add a new test runner, since we have support for it in the plugin-template: pulp/plugin_template#719. It might need some updating & testing, but most of the work is already there.
