Automate the manual steps in releasing and ensure pulpcore's release CI can peform them #505

The manual instructions here (https://github.com/pulp/pulp-oci-images/blob/latest/docs/developer-instructions.md) should be automated upon a release. Pulpcore release CI should be able to call pulp-oci release CI automatically so no manual intervention is needed.

When a new pulpcore Y branch is created, a new pulp-oci Y branch should be created
When a new pulpcore (Y or Z) is released, the corresponding pulp-oci is built and release PRs created
