Right now we have a situation where we are about to release pulpcore 3.23, so a pulpcore 3.22 branch of pulp-oci-images is about to be created. However, galaxy-ng 4.6 is the latest release, and it does not support pulpcore 3.22 yet, only 3.21.

So we should have build logic to skip building/publishing galaxy-ng under these circumstances.
