The raw constitution file has a bunch of escaped new line characters.

Just replacing them with actual new lines didn't work (maybe it has more \n than it should) and even trying to just look at new lines with a space before or after didn't work very well:

nl_pattern_space_after = r"\\n\s"
nl_pattern_space_before = r"\s\\n"
