Saving of IPCONFIG.DAT fails if wLE is on HDD and the file doesn't exist

If wLE is placed in a separate partition (in my case, PP.wLaunchElf), trying to save the network settings fails. If you copy IPCONFIG.DAT from another configuration (or maybe just create the file?) to the partition, then it works
