Can't create top-level annotation property on webprotege-stage.stanford.edu

Describe the bug
In production webprotege.stanford.edu, clicking on "add property" button in the Annotation Property section of the Property Hierarchy view brings up a "Create Annotation properties" dialog box, but webprotege-stage.stanford.edu does not do so.

To Reproduce
Steps to reproduce the behavior:

1. Go to Annotation Properties section of the Properties tab/Property Hierarchy view.
2. Click on "Add property" button
3. No "Create Annotation properties" dialog box

Expected behavior
A "Create Annotation properties" dialog box should appear
