If you look at the diagram in section 13.3.1 of the 1.2 Device Library spec, the diagram shows the correct architecture. Then if you look at 13.36 it says the Temp/Sensor clusters on the RoomAC EP are Server. Those are supposed to be client clusters. Refer to 9.2.4 to see how the Thermostat EP does it.
Per diagram 13.3.1 the sensors are on separate EPs (2/3). So those separate EP have the server clusters, Then on EP1 (Room AC) EP there should be client sensor clusters for binding to the sensors EP 2/3. This binding step is what allows remote sensors.

The whole topic of remote versus local sensors needs work. Also, multiple remote sensors are not addressed. For example two remote temp sensors which are averaged.
