What steps will reproduce the problem?
1. Use any strings with foreign characters

What is the expected output? What do you see instead?
You will get ?:s instead

What version of the product are you using? On what operating system?
? (current, downloaded it on 2008-02-05), OSX

Please provide any additional information below.
When attaching strings to final url, use 
. urlencode(utf8_encode($value)) instead of . $value

I think this is solved with the changes in rev. 14.

I will keep an eye on this issue.
