Tickets are not properly disabled even though "Generate tickets" is set to "Never" #3144

Problem and impact

The order detail page visible to the customer is showing "You will be able to download your tickets here starting on" even though "Generate tickets" is set to "Never".

Expected behaviour

It should not show anything about a ticket.

Steps to reproduce

  1. Setup product as Admission product and Personalized ticket.
  2. In Tickets & Badges set Generate tickets to Never.
  3. Make order and visit the order details page.

Is the problem only that sentence or is there any actual ticket for download?

Only that sentence. It is still appearing while other tickets can be downloaded, since the download time in the general ticket settings is in the past.
