Login fails for normal user i.e without access to an adminstrator

I created two user account one with admin access and other with normal access(not admin).
After creating user sucessfully when i try to login using normal user it's showing me "User not allowed. Please contact your administrator". but when i login with admin user it's login sucessfully.
I am using portainer 1.14.0

If you go to Endpoints, click manage access in the bottom table and click the user you want authorised, they should be able to log in.

That is by design. Until a user has been allowes access to an endpoint, they cannot login.
