Unwanted Outcomes When Downloading a Plan and Selecting Certain Combinations of Download Settings

This issue is being created after observing the following upstream issue: DMPRoadmap#3409

What version of the DMPRoadmap code are you running? (e.g. v2.2.0)

• 4.0.2+portage-4.0.3

Expected behaviour:

• When downloading a plan in any format other than json, The following checkboxes exist and are toggle-able:

• 

• "project details coversheet" works as expected

• "question text and section headings" and "unanswered questions" work as expected when both are checked or both are unchecked

Actual behaviour:
There is some unwanted behaviour:

• When "question text and section headings" is checked and "unanswered questions" is unchecked no question text is rendered
• When "question text and section headings" is unchecked and "unanswered questions" is checked no question text and no answers are rendered.
