Bring back selection reports

Use case

It's possible to create search filter with runs selection, which can include custom column selections, compare/diff mode, and visualization. However it's very hard to append new runs to that selection filter.

In v0, Polyaxon had a logic selection where users can organize runs and compare them using the UI or using Tensorboard.

Feature description

We should allow users to create selection, the new implementation should also support all the new features and dashboard flexibility (events, artifacts, lineages, comparison, custom columns selection, multi-field sorting, ...):

• Add per run action: add to report.
• Add multi-run action: add to report.
• Add project sidebar button: Reports.

Alternatives

It's possible to use the search specification but it's limiting.
