Hello Filipe!
Thanks for this cool plugin!
Can you transfer "Telegram username" field from the "Administration" to "My Settings"?
This will help users to subscribe to notifications themselves, without an administrator.

or, the user sends an e-mail to the bot, next is checking the list of users is a user with that e-mail and there fits either username or ID.
