@tcatapano is there a constraint on where the nomenclature section occurs in a treatment for the creation of taxpbub treatments based on our XML?

For example, can we create valid taxpub from Jarvis' Order out Chaos treatment where the nomenclature section is that last sec?

<nomenclature> and <mixed-nomenclature> remain as first section of a treatment. Will keep issue open for further discussion.
