Provide WYSIWYG editing form for “Edit this Page/Make a Suggestion”

There are links at the top of every page on the Docs Hub to "Edit this page" and "Make a suggestion." "Edit this page" opens the file in Gitub editing mode while "Make a suggestion" opens a Documentation Feedback form. Editing in Github requires knowledge of markdown.

A user said they would be more likely to edit or make a suggestion for a doc if the "Edit this page" link opened a WYSIWYG editor. Adding this type of interface could lead to more documentation suggestions and contributions from users.
