Discover page not visible when logged out

Hello,

If i want to access to a PF instance, i have to create an account, otherwise it is inaccessible. I'd like to access to an instance in a "disconnected" mode via a function that the admin can enable or disable.

Adding the possibility to view images for anonymous users would really showcase Pixelfed's feature set.

Public visibility should also apply to https://pics.basesite.org/timeline/public

This seems doable already as it's the case on https://pixelfed.social/discover. Several other instances also have a public discover page. I can't figure out how to do it myself, though. The public hashtags env var doesn't apply to that page and I see no other options.

This was the missing environment var I was referencing above. Looks like it's just not documented in the env list
