Configure Postgres user that runs pipeline extension #2047

We want to have a dedicated Postgres user running/executing all pipeline functionality (we are using continuous transforms mostly).

However, it seems like the PG user which actually does the work is always postgres.

Is there a way to change which PG user owns the extension and, as such, executes anything you give it (via CT or CV)?

Seeing a lot of this error:

2019-03-27 16:16:30.884 EDT [9523] ERROR:  relcache reference http_fetch is not owned by resource owner TopTransaction

Possibly related to #1947?
