Add how-tos
- Setting up build process dependencies for the first time (Fix issue with out of the box experience, webpack command not being available in starter projects #82, Document static build pipeline in quickstart #99)
- Customizing the theme (Document basic theme customizing #77, Add simple style tweak how tos #101)
- Customizing JavaScript in static/src/js/site.js
