Upgrade to NetStandard 2.0

Updating to 2.0 wouldn't do anything for consumers. It would just prevent a few dotnet implementations from using the library. You can compare implementation support with the table here:

The only reason you upgrade versions is to get access to cool new APIs. But if it's already built with 1.6 not a lot of reason to update it.
