At least for BUILDING_BUILD_TIME_REDUCTION and BUILDING_BUILD_COST_REDUCTION it makes sense to cap the maximum technology level.

Effective build time and build cost can never be below 0, but the client can increase the technology level further with no effect.

With better reduction formulas, see #59, this will be fixed.
