It should use when:do:for:. Reproduce with:

t := 'Hello' asRopedText.
t  when: BlTextsDeleted do: [ :a | ].

We could check why BlTextAnnouncer is needed. It's a subclass of Announcer with similarities with Iceberg's IceAnnouncer; both add API for suspending announcements... this may reveal a feature that can be useful in Announcer.
