Duplicate documents with richtext fields in blocks in different locales

Describe the Bug

I have a setup with multiple locales ("de" (default) and "en").
A "pages" collection with some richText-fields and a blocks field with different kind of blocks. These blocks also have richText fields.
All of these text fields are localized.

When duplicating a document the localized text values in the "root" fields will be duplicated as well. But values inside of the blocks are often empty.

Why do I say often? Sometimes it will duplicate the values in all locales. Sometimes it will duplicate only values in en (not the default locale).

I can't provide a repro right now, since I even can't explain it correctly. It feels completely random.

Btw. Why does payload switch to "en" all the time if no locale is set in the url? en is not my default. Stay at de please.
