Remove typer's exclude last step optional logic

Description

• Following the removal of absent types (Deprecates absent types and removes associated planner logic #1463), there is logic regarding the use of lastStepOptional (see this PR comment). This logic is redundant (as all types are nullable and missable).

To Resolve

We need to remove this logic.
