Is returns syntax going to cater for isNullable?

Elaborating on this:

  • The PR linked adds properties to the FunctionSignature that are defined in <function specification> of SQL:1999. However, one characteristic (isNullable) is not syntactically or semantically defined in SQL:1999.
  • The research/implementation of such an addition will be tracked by this issue.
